Who can i contact if Im Gang Stalked. I have the evidence?

How do you have evidence of your neighbors "reading your mind"?? And cops don't collaborate with gangs to allow them to stalk people. I think you are suffering from some type of paranoid delusions. And if you truly are being harassed or stalked, then why would you need to "frame" these people? If you have a problem being stalked or harassed, you call the police. But I have a feeling this is all in your head based on the nonsensical rambling of this question.
