My dog is driving me crazy, help!?

I used to have a female, chihuahua. And i already had her for 5 years, but when we got hit by hurrican Katrina and we were trying to evacuate she got sick on the way, and passed away. And around February 2011 I decided to finally get another dog, I can go on without having dogs in my life. So I decided to get a new breed, cause I've always been with chihuahuas. I have some family in Austin, TX so when I drove down there I went looking around for dogs. And long story short, I bought a 7 week old Pomeranian, girl. This is the firstTime I have not gotten the runt of the litter, I was taught to choose the runts they make the best dogs. So she started out quiet, always slept a lot. And when she got older, she went into the chewing stage of course so I dealt with that. But now she is I think 7 months old, and I can't stand her! She is constantly barking, barking, barking. She just doesn't stop, I keep her in like a corals that you can shape in any size in the house. And she's crate trained, I have a crate outside her cage in the living room, and she always goes in there. But she's just too damn hyper! I come home and she's barking like crazy and then I let her out and she's running in circles in the house, and jumps on me and scratches me. And when I'm wearing slippers, she bites my heels and tugs at the heel of my slippers. She's never calm, or quiet. She's very very hyperactive. And she nips and bites at my fingers and hands, and when I try to play around with her she's always scratching up my arms, hands, fingers, legs. And she stills chews really bad. She's really attatched to me, and I still love her but I can't stand her. I'm ready to sell her and get a teacup chihuahua I'm sad to say. When I wake up in the morning, the minute she sees me she starts barking like crazy I can't take the barking. She just never settles down, I've tried taking her to the park but when I come home she's still running around the house. And she beats up my moms 2 yr old male chihuahua, she bites him and scratches him. I can't afford to take her to obedience school, so I don't know what else to do. I'm going to college soon, this fall maybe and I'm getting a job. So I'm not gonna have much time for her, so I don't know what to do? I need a calm, quiet, sitting with you on the couch dog....help please!
