How can I legally raise money for a cause I believe strongly in without opening a non-profit organization?

I am 22 years old and going to Law school at UofL to get a degree and go into child advocacy. I was adopted and when I was younger I really had help coming to terms with my adoption through afterschool foster programs. Since then the one I attended has closed down and my hometown no longer has afterschool programs for foster kids. I want to raise money to start another program like the one I went to that helped me so much, but I don't have the time or money to start a non-profit organization. Is there any ideas for how I can collaborate with local child care programs to convince them to open a program specifically for foster kids and help raise the money to fund it?
