Gears of War 3: Retro Lancer Overpowered?

Does anyone think the the retro lancer is overpowered? You can take someone down in 5 shots without aimin in medium range. In addition to having the Bayonet Charge which to me is far more superior to the chainsaw because of the speed. Anyone agrees?
