How do singers collaborate with each other?

When 2 singers do a song together, is it up to one of the singers to approach the other one and ask to collaborate, or does the agent or label do that? Can a singer collaborate with anyone they want, or are they restricted by which label they're signed to? And after the song is released, how do they work out who receives the money that's made.
